recovery of stolen property afford proof of the zeal

with which the local authorities interpret the

Treaties.

I do not think that the Chinese authorities will

take the piracy cases to heart until they are forced

to do so by the disagreeable necessity of paying

indemnities.

With regard to the policing of the River, I have

the honour to report that the Nanning Taotai informed

me in a Note dated the 18th August last that the fol

lowing patrols had been arranged:-

*Ting Hsi" between Wuchow and Pai Ma; "Yung Fu* be-

tween Pal Ma and Kuei Hsien; "Ching Hsi" between

Kuei Hsien and Nanning; and the "Chui Yun" between

Nanning and Po-sê.

The Ting Hsi" is never in Wuchow now for long

at a time, but I have doubts as to the efficacy of the

patrols. The harbour master here has told me

privately that eleven piracies of junks and a launch

occurred during the last fortnight in September be-

tween here and Konghao, a distance of some severity

five miles.
